“I try not to challenge people. I want people to have whatever reaction they’re going to have without feeling like I’m judging them,” Covington said.  “It’s me taking ownership of my own body and that is really powerful.”



As lawmakers in New Hampshire prepare to debate a bill this week that would allow towns to regulate what citizens can and cannot wear on public property — a bill that follows closely on the heels of a failed attempt to outlaw female toplessness in the state !

Chelsea Covington, an advocate of going “bare chested” (the term she prefers to topless, since the latter implies that one is lacking something) posts photos of herself going shirtless in public places on her blog, Breasts Are Healthy. Covington told VICE in an interview that she has done much of her public bare-chested walking in places where she is sure it is legal, such as Washington, D.C., and New York City, in order to normalize the experience for others. She’s had some tense interactions — a police officer who told her what she was doing was legal but “unreasonable” and an angry park-goer in Brooklyn who called her a harlot — but Covington said the reaction she gets most often is non-reaction. People either look, or don’t, she said. She will explain her decision to people if they ask, but otherwise keeps to herself, she said.
